Multipurpose Community Facility Project Summary

In 2008, the City of Southlake developed the Comprehensive Facilities Master Plan, which identified the future space needs of the city and included recommendations for the expansion of library services, a recreation center and senior center. 

In August 2009, the City Council, Southlake Parks Development Corporation and Parks and Recreation Board made the development of a potential Multipurpose Community Facility their number one priority for the FY 2010 SPDC Capital Improvement Project Fund.  At that time, staff was directed to move forward with a feasibility study to assist with the planning for a Multipurpose Community Facility that could potentially include a cultural arts facility, expanded library, recreation center, and senior center.

The City has contracted with Barker Rinker Seacat Architecture (BRS) to assist the City Council in making their determination to purchase and renovate an existing church building (Gateway Church) or to construct a new facility to meet the community’s needs.  The scope of work for the feasibility study includes:

From February 15, 2010 - August 16, 2010 several meetings were held with staff, council members and stakeholders to assist in the development of the facility concept plans and programs.  On August 17, 2010 initial design plans for both proposed sites (Gateway Church and new construction site) were presented to the City Council along with the results of a community survey, which the City conducted to help get the community's feedback on a potential Multipurpose Community Facility.

After the initial design review, and based on comments received from the community survey, it was determined that the focus of the feasibility study should be the potential construction of a Community/Recreation Center at either of the proposed sites. 

On January 25, 2011, BRS presented a final draft of the Feasibility Study Report to the City Council.
